About the Reskilling Program

With rapid technological innovation and structural changes in industry, the demand for skills beyond conventional ones is growing. The advancement of digitalization, AI, IoT, and big data driven by the Fourth Industrial Revolution has heightened the need to acquire new skills. In response, the Japanese government is actively supporting reskilling through certified programs and subsidies.

We offer programs that qualify for both METI's Fourth Industrial Revolution Skill Acquisition Course (Re-Skill Course) certification and the MHLW-approved Professional Practical Vocational Training Benefit Program. If eligibility requirements are met, up to 80% of tuition paid can be reimbursed.

  • The "Fourth Industrial Revolution Skill Acquisition Course Certification Program" is a system in which the Minister of Economy, Trade and Industry certifies specialized and practical educational training courses that help working adults acquire advanced expertise and advance their careers in fields expected to drive strong future growth and employment, centered on IT and data.
  • The "Professional Practical Vocational Training Benefit Program" is an employment insurance benefit program supporting the self-directed, medium-to-long-term career development of working people. Those who are insured under employment insurance (currently employed) or were previously insured (unemployed), and who enroll in and complete a professional practical vocational training course designated by the Minister of Health, Labour and Welfare, may receive a certain percentage of the tuition they paid (with a cap).
  • Eligibility requirements must be met to receive educational training benefits. For details, please refer to the benefit eligibility conditions in the leaflet.
  • If you would like to confirm whether you meet the eligibility requirements, you may submit an eligibility inquiry form to Hello Work (Public Employment Security Office).

Scrum Practical Training from Zero
— Product Owner Edition —

Program Overview

This program aims to develop next-generation business leaders for the digital era, offering internationally recognized practical Agile training. Targeting Product Owners with limited Scrum experience and Scrum Masters who support them, the program centers on interactive working sessions using an online whiteboard (Miro) — not one-way lectures with presentation tools. Trainers are Agile coaches with extensive practical Scrum experience who respond thoughtfully to even open-ended questions, drawing on a wide range of real-world examples.

The first half of the training (approximately 20 hours) covers foundational Product Owner knowledge through Agile and Scrum definitions and simulated Sprint experiences. The second half (approximately 12 hours) explores concrete methodologies applicable across the full product development lifecycle — from the initial hypothesis-testing phase through development, maintenance, and operations. Sessions are held in 3–4 hour blocks once a week over 9 sessions, making it accessible for working professionals.

This program does not issue certifications, but the knowledge and experience gained will certainly prove valuable when obtaining or renewing certifications issued by Scrum Alliance® and similar organizations.

This program qualifies for both METI's Fourth Industrial Revolution Skill Acquisition Course (Re-Skill Course) certification and the MHLW-approved Professional Practical Vocational Training Benefit Program.

Agenda

The training repeatedly cycles through short lecture (input) and group work (output) sessions. The approximate ratio is 3 parts lecture to 7 parts group work.

Part 1: "Foundations of Agile and Scrum" — 20 hours total

Part 2: "Product Management Foundations & Practice" — 12 hours total

Course Completion Standards

Please note that if the following course attendance and completion standards are not met, the Certificate of Course Attendance and the Professional Practical Vocational Training Completion Certificate will not be issued, and you will not be eligible to receive benefits.

Before the Course

1.1 Attend Pre-Training Career Consultation

At least 2 weeks before the course start date, attend a pre-training career consultation at Hello Work. This counseling allows you to receive a Job Card required for the eligibility confirmation procedure. The consultation covers your future career plans, necessary skills, and the purpose of enrolling in the Reskilling Program.

1.2 Eligibility Confirmation Procedure

Submit the following documents to Hello Work at least 2 weeks before the course start date.

  • Educational Training Benefit and Educational Training Support Benefit Eligibility Confirmation Form
  • Job Card created through the pre-training career consultation
  • Identity and address verification documents
  • 2 photos (recent, front upper body, 3.0cm tall × 2.5cm wide)
  • Bank passbook or cash card for the desired payment account
  • Report on re-receipt of Professional Practical Vocational Training Benefit (required only if you have previously received these benefits)

2026 Scheduled Course Start and Completion Dates

  • Cohort 1 (Start: May 15, 2026 / Expected completion: July 10, 2026)

After applying, your Educational Training Benefit Eligibility Certificate will be mailed to you. For details, please refer to the Professional Practical Vocational Training Benefit Submission Document Checklist.

During the Course

2.1 Start to Completion of the Reskilling Program

Please note that if the following course attendance and completion standards are not met, the Certificate of Course Attendance and the Completion Certificate will not be issued, and you will not be eligible to receive benefits.

  • Attendance rate of 70% or higher
  • Comprehension check test score of 80% or higher (retakes permitted)

After Completion

3.1 Benefit Application

This is the procedure for receiving benefits equivalent to 50% of the tuition fee.
Submit the following documents to Hello Work within 1 month of completing the course.

  • Educational Training Benefit Payment Application Form (Article 101-2-7, Item 4) (Form No. 33-2-5)
  • Certificate of Educational Training Benefit Course Attendance
  • Professional Practical Vocational Training Completion Certificate
  • Receipt for educational training expenses
  • Refund itemized statement (required if part of the training expenses has been or will be refunded by the training provider)
  • Confirmation of educational training expenses
  • Final receipt report for Professional Practical Vocational Training Benefit
  • Educational Training Benefit Eligibility Certificate or Eligibility Notice

3.2 Additional Benefit Application

This is the procedure for receiving benefits equivalent to 20% of the tuition fee.
To apply, the following conditions must be met.

  • You have completed this course, obtained the related qualification, and within one year (in principle) from the day following the training completion date, have been or are employed as a general employee under employment insurance
    • The "related qualification" refers to the "Fourth Industrial Revolution Skill Acquisition Course Certification Program Completion Certificate" issued upon completion of this training

The application must be submitted to Hello Work within one month from the day following the date of employment (or qualification acquisition date if employed before obtaining the qualification).

  • This application may be submitted together with the benefit application in 3.1 above
  • Educational Training Benefit Payment Application Form (Article 101-2-7, Item 5) (Form No. 33-2-6)
  • Certificate of Educational Training Benefit Course Attendance
  • Professional Practical Vocational Training Completion Certificate
  • Receipt for educational training expenses
  • Refund itemized statement (required if part of the training expenses has been or will be refunded)
  • Confirmation of educational training expenses
  • Additional benefit application report for Professional Practical Vocational Training Benefit
  • Document proving qualification acquisition (Fourth Industrial Revolution Skill Acquisition Course Certification Completion Certificate)

3.3 Additional Application for Meeting Wage Requirements

This is the procedure for receiving benefits equivalent to 10% of the tuition fee.
To apply, the following conditions must be met.

  • You have completed this course, obtained the qualification, found employment as an employment insurance insured person within one year of the course completion date, and your wages have increased by 5% or more from before the start of this training

The application must be submitted to Hello Work within 6 months from the date 6 months after being employed as an insured person after completing this course and obtaining the qualification.

  • Educational Training Benefit Payment Application Form (Article 101-2-7, Item 6) (Form No. 33-2-7)
  • Educational Training Benefit Eligibility Certificate or Eligibility Notice
  • Documents confirming wages for 6 months before training start and after completion: wage ledger or pay stubs AND attendance record or time card (2 documents)
  • Additional benefit application report for Professional Practical Vocational Training Benefit
  • Additional benefit refund itemized statement (required if part of the training expenses has been or will be refunded)
  • Power of attorney (if applying through a representative)
